Yes it is and that’s not true. Mick mixed this song on the soundtrack. Eleven of the tracks were mixed by him, the rest by some other guy at id or Bethesda. Also all of the songs on the soundtrack are full. Mixing is an audio processing thing making some instruments sound louder than others or in different tones. The only current issue with the soundtrack is some of the tracks have lower production quality than Mick intended.
