Rhydon absolutely dominated Competitive Pokemon Singles in Gen 1. It's stats were excellent for its time, as was its typing. Rhydon could ward off threats like Zapdos and Tauros while outputting serious damage with its High attack Earthquakes.
Rhydon was no slouch in Gen 2 OU either, remaining a Top Tier Bulky Ground type.
From Gen 3 Onwards Rhydon started to fall off and be replaced, but Rhydon was very much the original blueprint for the "Bulky Ground Type", a staple of every competitive Format moving forward.

Speaking scientifically, horses are actually not that far from rhinos on the evolutionary tree, only splitting off from each other ~40 million years ago. Evolutionarily, rhydon’s campaign for the horse council actually holds some water

If you take a look at all the pokemon that can learn high horsepower, you quickly realize that there are a lot of non horses that can use the move. The horse council needs to set up an organization of pokemon that have received their blessings, recognizing that there’s a difference between being favored by horses and being a horse.

Another thing worth noting is that Rhydon in gen 3 OU has a strong matchup against Yanma. Even Signal Beam won't do much against that defense stat, and it becomes free to substitute on if you've already absorbed the sleep.

Rhydon is a creature of honor, and would have no ulterior motive behind joining the Horse Council. a while ago, i ran an experiment called new kanto with only kanto mons and their alternate forms, and rhydon was actually pretty good there. the tools that he's amassed over the generations combined with eviolite and a lack of another bulky ground type combined to make him a very prevalent force. it also helps that mega beedrill and arcanine hisui were two of the most popular physical threats, and rhydon handled them wonderfully.

It has recently come to the council's attention that a number of other mons also get "high horsepower" despite their non-titles as horses. Such mons include: Melmetal, Rillaboom, Buzzwole, Chesnaught, Cetitan, Golurk, Guzzlord, Orthworm, Torterra and Wishcash among their pre-evolutions. Should these mons too be allowed access to the council?

Rhydon's stats were designed with old game mechanics and the newer games shows. Even Rhyperior cant maintain its dominance (In SIngles anyway). When it comes to Doubles and the rise of VGC, Rhydon and Rhyperior has their moment in the spotlight. Lightningrod and Solid Rock are great abilties in Doubles, Trick Room is so much easier to take advantage. Hence why Rhyperior shined in particular in most of Gen 8.

Who is the original horse? Ponyta, the gen 1 horse. Arceus, the first horse by lore. Mew, the ancestor to all horses? Onix, the first Pokémon by Dex order who can learn High Horsepower? Waves of course, in a surfboard Surfboards are a staple of summer in the beach, the beach is where the sea and the lan meet And do you know what lives in the sea? SpongeBob of course, and if we revisit episode 42b (Season 3) of the show: "My Pretty Seahorse" we can see the key connection between Rhydon and Horses: SpongeBob probably couldn't raise one So, I think this is enough connection between Rhydon and Horses for them to be included in the council
