In most likely early post caveman days of organized societies, those that could keep their populations from fighting inside the group too much (rule them by fear and guilt by having super-natural cult laws) could cooperate better and outcompete less resilient and cohesive groups / societies better

Those whose natural empathy is intact have no need for rules. It is the disruption of the natural, biologically mandated child-mother bonding processes that is the most precise predictor of the emergence of violence, hierarchical power, repression and other ways of expressing a need to control others. It's independent of 'survival' or other biological drivers. It's a pathology.

morality althought promulgate by religion come from what the societies think that acceptable and that is propulse by the need of survival as a community.societies
