"Pack" animals are often just families of animals. There is not so much of a leader as there are actually the parents of the family and thats all. Even the "lowest" animal in such packs that are not, lets say, humanlike as apes for example, gets to protect their own space and food and is part of the group. Shiro teaches that to the puppers because Suki can't, she has to take of them by nourishing. But she too teaches them, when for example the playing is too rough or that the space of other pack members has to be respected. Also every dog has another personality. If shiro actually did have something against them, he wouldn't allow them as close as he often does in other videos and would actually attack them. He just seems to enjoy his space, as do many humans and other animals too. No harm done, no foul play and certainly no shiro acting like the tyrannical pack boss. Just a dad teaching his sons to respect the need for personal space.
