In japanese, Okooru translates to "Big Freeze" so perhaps the enemy was meant to use attacks, which would explain why it was scrapped, as it was meant to appear within Hooktail's castle. Maybe the devs thought dealing with freeze or the complex gimmick involving its head meter would've been too much. That is my guess.
