Phone Booth is incredible. I 'think' it doesn't meet the criteria because it was critically well received. I could be wrong, but I did watch it recently and was really impressed with it.

Honestly - this is the perfection description of Seagal. I'm sure all the big 80s stars wanted to look cool, but most fit it because they had oozing charisma/physique/etc. Arnold was larger than life. His accent was awesome and his smile carried the room. Seagal has literally ZERO of this. He's just a giant jerk.
