Nah this show takes place a week after the events of The Batman. They reference Carmine Falcone's death from the first movie and the whole power vaccum that comes from that. Cause in the first movie Penguin was just a right hand man to Falcone, if this was before The Batman it wouldn't make sense since this show is about him becoming the main kingpin of Gotham.
