I got one with two Bristol Port Authority Loco's ands the Christmas tree arrived as well! The BPA Sentinels were on offer too!

That resistor - does look like the common low cost inductors from China, could be part of the radio frequency suppression circuit, interesting how there are a couple of capacitors seemingly in a socket. Presumably one could read off the colour bands and work out the value, too difficult for me off screen. If it is a resistor and is dumping power, it will be hot.

Any of these 0-4-0 Hornby locomotives are excellent for beginners or those who want cheap shunting locomotives. I have this loco in various liveries one is the Hornby collectors club BR black version, Queen Elizabeth diamond jubilee Hornby collector club edition version and the one that this model originated from which was the Thomas The Tank Engine from the early basic Thomas The Tank Engine set based on the my first Hornby sets. I also have various other basic Hornby 0-4-0 locomotives in my collection as I find them pretty quirky and ideal for a basic industrial or yard shunter.
