Philippines is one of the countries who helped a lot of Jewish refugees a long time ago when no other country accepted them in. The Philippines also voted in favor of UN Resolution 181 recommending the partition of Palestine and the establishment of a Jewish State in 1947. The Philippines was among the 33 countries who supported the establishment of Israel and the only Asian country who voted for the resolution. That is why Israel has no hesitation in supporting Philippines in this endeavor.

There is one issue with local production. Chances are, the people capable of making those missiles are probably overseas. Probably contemplating settling overseas. You know, brain drain. If anything, I can imagine that any local production involved will be assembly. The missiles airframe can be produced locally(depending if they can be taught within timeframe) or subcontracted since its an airframe, not the juicy secret parts. Electronics and optics OTOH, would be produced by Israel and shipped to the Philippines where its shipment can be flexible and thus avoid the problem of variety of interception like random sinking or snatched by some bureaucrats before reaching Philippines in the horizon. OTOH, electronic chips can be produced by Texas Instruments in the Philippines. Assuming there is no issue of sharing schematics of the chips and electronics to another company(I mean, some executives can sell secrets for alot of money regardless of what their superiors think)
