It's becuase any video that has been approved for children to watch on KZbin Kids has it's comments section removed. You cannot censor comments, so people were putting horrible racist, and manipulative comments on kids video's. People who do not change there video to be suitable for kids loose out on an incredibly large demographic and loose a lot of potential ad revenue. They are also subject to a lot of copyright claims and potential takedowns. So many channels that show kid shows will prevent comments becuase they can make twice as much money that way, untill they are inevitably shut down for copyright claims. In that case they just make a different google account, then make a new KZbin account, and repeat the process to make free money. That's why you see so many people putting up full videos of stolen content and setting the ratings for children. It takes the algorithm longer to find copyrighted material, however it prevents people from commenting. The guy who runs this channel is obviously just showing off free stuff. Which is cool, however his channel probably won't last for long, so enjoy the video while you can.
