Luffy is just a hard counter for Black because of the Sabo loop. The destroy capability of black is negated so they have a hard time beating it.

Yes but it's not as strong.

Yeah, as he said - it's just less consistent without Flampe. Same story in EB01 where it very good hut jot as strong as 07 because you dont have good removal with Egghead Luffy
