Hi BBC, why is this so? 1.Polar ice caps HAVE MELTED faster over the last two decades ( Over the last two decades is past time) so is it MELTED???? 2. Many people ARE BUYING fast foods today than ever before. Why isn't" BUY"??

The first example uses the present perfect - this is used to talk about events that started in the past but which are still continuing today. The ice caps started melting more quickly 20 years ago and are continuing to melt at a quick rate today.
