I had the privilege of riding a penny farthing some years ago. After my wobbly start I could appreciate the commanding view of _everything_ .

Because of the way the canopy is attached, I always felt the symbolism alluded to the inability to steer whilst protected from the elements. You have to remove the protection and accept discomfort in order to be free and steer your own path.

The canopy helps the penny-farthing to look like the all seeing eye. Which is then re asserted by the hand signal that punctuates the phrase ' be seeing you'. The rover is the enforcer that keeps you in line by its sheer presence untill the day it must smother you if you resist the faceless state entity and dare to free think (escape).

I like the shot in Arrival where No.2's circular chair is lined up with the big wheel of the penny farthing in his living space. The controlling force driving the smaller wheel. Number six can be seen in the bicycle. The canopy is the protective symbol of the Village. The ironic symbol of progress. The penny farthing is contrasted against the technology seen in the Village. The symbol is very twee that blends in with the village imagery. A penny farthing would be hard to escape on, representing the difficulties of getting out of the village..... And so on...

The wheels represent the Village (small) and the world (large), and how one mirrors the other.

The large wheel is God, steering and propelling humanity behind the scenes. The small wheel is man/individual. A perfect representation of gods image, just smaller. Both move together
