The Privacy Sandbox & third-party cookie deprecation

I'm trying to understand why these apps are hiding functionality cookies in with the 3rd party which say they're marketing and promotional cookie settings?? I have blocked all 3rd party cookies on all my apps. Mostly because I'm sick of thousands of ads being sent that have nothing to do with what my personalized ads settings are. And I get a ton of them. And few of the ones I do want to see
