She illegally tried tried setting up a meet between 3 rival gangs in a busy public park to incriminate all 3 leaders at the same time, which would’ve boosted her rep and salary, and would’ve given her a huge promotion. It ended horribly in a shootout, which got a ton of innocent people killed, including Frank’s family. She then tried to cover it up by hiding the evidence of her involvement. And even trying to give Frank the death penalty when he was under trial.
