No, he is playable. Full download character. He probably has certain tasks in World Tour mode for master status.

@matthewulanski217 I said hidden BOSS not a hidden character to unlock. Akuma was playable in Street Fighter 4 and he was a hidden boss in arcade mode. Heck in 3rd strike? Q was playable yet he needed special requirements to fight against

Just played Capcom vs SNK 2 and defeated Shin Akuma. That incarnation of Akuma was the strongest in my opinion

Technically it's possible as CVS2 Shin Akuma absorbs God Rugal's Orochi power, combining it with the Satsui No Hadou. But SF6 akuma is probably the strongest. Age probably only strengthens his spiritual power, as he's no normal human.

Interesting thing to note - Akuma now has dark skin and white hair Just like in his Shin form that is acheived when he taps fully into Satsui No Hado Which means that Akuma is now in his Shin form PERMANENTLY
