There is a blue sniper you are able to get in game, so far I've only been able to find one. Other than that, only purple rarity snipers and gold rarity snipers are in game.

@joshuasmith1237 No, not lying. You need to challenge or duel CLARA located North of Reckless Railways, East of Lavish Lair, and South of Classy Courts at the graveyard area. Duel her, and you'll get a blue sniper.
