The reason u get the vehicle upgrades is im pretty sure port is a vehicles

No, port is a property. The reason they get vehicle upgrades offered is because with the latest patch (where they made it 5 choices instead of 3) they removed curation. Previously your choices were based on what was on your board or in your stash, now it's random.
