The reality is if the cop does not take bribe he gets isolated in police station n mentally harassed by group. All cops r given targets to generate revenue b give to SHO who further shares with ACP n then DCP. DCP shares with CP office who gives to Home secretary n then Home deptt. So city like Delhi apprx 10-20,000 CR/month reaches HM office a part of which is used for party fund n remaining is distributed amongst politicians.
