They got to change the laws to make samples licenses compulsory. The same as they do for covers. It should be required that samples licensing be compulsory and the owner of the content being sampled should receive a pre-determined percentage for what was used. Clearing samples is so hard to do and you virtually can't clear them at all if you're not insanely rich or signed to a major record label. Time to change that
