It was a mistake on the writer's part. 1 liter is indeed equal to 4.55 imperial gallons. I assume someone looked up the conversion and said "good enough" not realizing they were using the UK measure for a gallon and not the US measure. Of note, the imperial gallon as a measure of fuel is only used in a few islands down in the Caribbean. Only more reason we should all be using metric already.

The Imperial gallon is defined by the volume of 10 pounds of water, 4.546 liters. The U.S. liquid gallon (there is also a separate gallon for dry measurements) has a defined volume of 231 cubic inches, 3.785 liters; Harold simply got the two units confused, and such confusion of similar units is why most of the world now uses the Metric system. Incidentally, this is also why a British pint of beer is larger than a U.S. pint.

We used the imperial system in Canada,not the messed up U.S. style,the conversion is 4.5L to one imperial gallon. Most people probably just assumed that the one gallon in the U.S.A was the same as one gallon on the rest of the planet.
