The Regulatory Reform (Fire Safety) Order 2005 - What does it mean for your business?

Hi could you explain the regulatory reform fire and safety order 2005 section 5.4 if for example something a person owns was knowingly blocking a fire exit door does that person have an obligation to the said item that's on the premises to remove the item to comply with section 14 does in this situation 5.4 make that person to be treated as 5.3 and therefore that person has a legal duty to remove the item? Sorry if this sounds complicated
