Basically everything the Emperor did while still mobile was counterproductive to that goal. Hey, don't forget that G-Man* is on record in BL novels as enjoying occasionally messing with his own Captains, & also as smiling/chuckling whenever an enemy falls into one of his strategic traps (...up until the Heresy; before Calth, he'd never truly felt _hatred_ before, & after that, he fully understood that his brothers' little insurrection was Serious Business). He's always had a sense of humour in the canon - despite meme bandwagons to the exact contrary) - as part of his major distinction among his brothers; how emotionally healthy, & very _human_ he is.
