@@warrencowan5785 The Phage (Terminus Lvl20) created by Fo, and the Talisman of Seven Hammers created by Vulkan are two separate things. "The fact it's symbol is on the throne" - As with anything in 40k it's not always 'fact', in the words of Dan Abnett "Everything is canon, but not everything is true". The symbol on the throne may just be a symbol of the Emperor, which means if you look at the box on Titan it's proof the Emperor authorises this action, like a signet ring imprint. Or it may just be written out at as GW fill in the plot/plotholes in their history. The Phage is described as a Terminus Lvl 20 sanction, and the highest sanction anyone can issue, it's not actually called the terminus decree specifically in the book. The Custodes think they should have it (because they want to activate it immediately, they have utter disdain for Astartes), the newly formed Order of Interrogation (the Inquisition) think they should have it. It looks like the Inquisition gets it, so seemingly would make sense the Inquisition would hide it on Titan protected by the Grey Knights who they will work closely with. We probably won't know until they do The Scouring series, which happens directly after the Heresy, because at the end of the Heresy, the Grey Knights are hidden in the warp, almost no one in real space knows they exist. If it is the Terminus Decree then even the Grey Knights don't know about it yet because they are chillin in a warp bubble. The Talisman of Seven Hammers is made by Vulkan under the guidance of the Emperor. When the Emperor gave Vulkan the order to protect the webway gate, he also gave him the order that no one could take the throne room, and if he couldn't hold it, Vulkan should activate the Talisman and destroy the Golden throne. He is informed that this will destroy Terra as well, so Vulkan is given the order no one else, because he is a being that will properly weigh up what is best for humanity. Vulkan is the only being who can activate it, and it destroys the Material realm and the Immaterial realm in equal measure (Vulkan gave a greater daemon true death with it in an earlier book).

I can imagine the Lion would respect them but Azrael and the Inner Circle probably have a distrustful respect for them. I randomly stumbled upon the book "Primark" and I'm enjoying listening to it. I bought some new acrylic pen paints with a brush and fine tip. I wish I could share a picture here because it looks like a five-year-old's attempt compared to my usual work. Nonetheless, I'm determined to use these paints to color in the book I'm working on, or at least get some practice. I received these paints as a birthday gift, and I want to make the best use of them. It's a bit challenging to find the book, but I'll get it eventually. This diversion into the world of GW books is taking me on a tangent, but I appreciate you letting me know about it. I don't want to spend money on it yet. Peace out! ✌️

I think the Terminus Decree will be used when the Emperor is powerful enough in the Warp that he can challenge the Chaos God's. The Terminis Decree will activate and the Transhumans of the Imperium will die, their essence joining the Emperor in the Warp as a pure psychic army to attack the Eye of Terror I'm the Warp and destroy the Chaos Gods.

My favorite description of transwarp drive came from the old FASA Federation Ship Recognition Manual: “These engines operate by capturing the warp envelope in a transporter field and beaming it ahead of the ship to attain the reported warp speeds.” I still can’t figure out how that works but when I was 14 or 15 it sounded awesome.

It is quite interesting that Fo strongly reminds me of Kimbell from Full Metal Alchemist. A complete and utter sociopath with powers and abilities that could very, very easily make him the most powerful being in all of existence, but who has no interest in ruling, winning or conquest and is content to watch whatever his creations will do or do not, just to learn what really happens and where theory will converge from practice. The fact that he also only is interested in the scientific part and does not at all subscribe to the otherworldly aspects and patrons of the reality of 40k only reinforces that for me.

Fo probably began his own study of the Warp based on the notes he discovered in Malcador's possession. He probably arrived at his conclusion that Chaos can be controlled due in part to his attempts to refine the warp-borne aspect of his virus; he must think Chaos energies, specifically, are needed as an ingredient, but careful control is needed lest the powers of the Warp corrupt the virus itself. Papa Nurgle would certainly love to get his fat, snot-covered hands on it. As for why the Grey Knights were given control of it, this is probably due to the aforementioned warp-spawned aspect of the virus, and additionally, the virus was tailored to target the Primarchs and their Legions. The Grey Knights are not descended from a Primarch, but from the Emperor, Himself.

I mean arent the custodes descended from the emperor too? But also in the end and the death pt 3 (iirc its that one) the custodes are actually vulnerable to the corruption of the warp. If what the grey knights say is true, then they have never had a single member be corrupted by chaos such as in the case of kaldor draigo. This probably makes them a bit better suited to guard the virus, and the secrecy and warp and physical protections at their fortress monastery on titan is probably the best place to hide a doomsday weapon. As terra isnt the safest place in the imperium; its full of people, scheming officials, and the imperial palace actually lets people get fairly close, especially for pilgramage. Finally, the custodes hold loyalty to the emperor first and foremost, not humanity. This means they would likely be more likely to use the virus because they dont care about the casualties of civilians, just if the emperor survives. The grey knights ultimately fight for the imperium so theres less likely of a chance theyd use it if it came with a massive cost in civilian casualties, otherwise they would have used it by now with the opening of the great rift and their forces being stretched very thin.

Basilio Fo loosing the gambit from his different ideal of future Human Empire to be technologically advanced, reconditioning the forgotten tech trees mechanically to be more advanced and not dependent of biogenetic discipline in scientific discipline trees, while not martially hierarchical and not dependent from The Warp technically could envision Emperor's "Secular Imperium" even better than Emperor's himself, this makes me wonder if Weshammer's theory about Emperor's intentionally (at least by his subconscious Psychic nature) to want Imperium relies on The Warp through many Millennia into the future being his actual gambit to struggle to toe-to-toe against chaos gods. Said gambit might creating new wider channel for humans to direct their psychic attunement (even including Power of Prayers despite Games Workshop's recent attempts to differentiate it from any other types of Psykers' Warp abilities) to Enthroned Emperor (or at least initially to Magnus prior to compromise to his gambit) while trying to avoiding more Mechanically-advanced AI Tech which Fo's envisioned This considering that Emperor never talk about DAoT's merits at all despite some of their techs can pretty much saves Imperium from further Warp-dependence while can reduce Psychic-link to negatively feed any chaos god/Chaos Undivided

One other aspect of the Custodian's giving the device away is interpretating the Will of the Emperor, and trying to preserve Humanity after His Fall out of severe guilt they didn't manage to save Him. The Custodian's simply might not trust themselves not to use it, if they do, then the Imperium, and as such the Terra and the Imperial Palace itself, likely would have fallen long ago without the Astartes to defend it. Giving it to the Grey Knights makes sense as well, they are utterly devoted to the Emperor, being made of His own Geneseed (or at least His genetic elements transposed into Astartes Geneseed anyway), and are the only Imperial aspect other than the Custodes that will assuredly NEVER fall to Chaos at any point. They would also likely die if they used the device in the basic form, but would do so if necessary. Realistically the Custodes seem to have cut themselves off almost entirely from the rest of the Imperium until relatively recently and focused on defending the Imperial Palace, while trying to do what the Emperor says regarding protection of important individuals or key events. They don't care about anything other than serving Him, but an aspect of that is safeguarding the Imperium, the Terminus Est is way too tempting for them, so getting rid of it allows them to do their jobs without constantly second guessing their decision to not kill all Astartes at every moment in time lol.

The Custodians probably feel it should be someone that could be destroyed that should make the call. If the utterly loyal Grey Knights feel it is worth it, even if they get wiped out as well, then it is time. As for why the Custodes never wanted to use it, it is a bio weapon and could mutate, the Custodes themselves are only a step away biologically from the Primarchs. It is not inconceivable that they could be harmed as well if the bio weapon mutated over time. For that matter, so what about the Emporer? I can definitly see how it would be a weapon of last resort.

@SandmanofTerra I'm a complete novice to Warhammer 40k, and just the little bit I have seen, The Sleeper was basically so powerful and went rogue. How powerful is he in relation to a primarch? The Emperor made only 1 being so powerful to fight his wars, it didnt work and it took 21 Primarchs to replace him? Maybe a speculation video on what his potential could be if he would ever be woke again under certain circumstances. Why did the Emperor not destroy him like the 2nd and 11th primarch?Send him to the heart of the Tyranid hive in his coffin and turn him loose!! When he's done, throw a demon biscuit back in his coffin and recapture him lol. That's probably why I can't find much on this character. It was something that interested me. Wouldn’t it make more sense for the custodies to hold the terminus decree? I mean they oversaw its creation and held authority over it initially. Knowing their misgivings about the primarchs and space marines I find it hard to believe they would relinquish the weapon to a space marine chapter.

its probably a good idea ot keep w/e the decree is away from Terra just in case. as for who holds it, if the custodes arent agreed ot be the ones guarding it, the Grey Knights are the next best choice as they are an insituition setup by the closest thing the Emperor had to a right hand man that he saw as His Equal. if for w/e reason the Emperor is unable to help mankind, and Malcador's organization cannot avert this, then Humanity is rightfully doomed.

I think the reason the Grey Knights control the Terminus Decree is as such: If the Custodes and the Grey Knights are both descended from the emperor it implies they aren't vulnerable to the virus or at least less so. But there's many reasons as to why the Grey Knights are the better choice to control it. In the End and the Death pt 3 (IIRC it's that one) the Custodes are actually vulnerable to the corruption of the Warp. If what the Grey Knights say is true, then they have never had a single member be corrupted by Chaos such as in the case of Kaldor Draigo who's been wandering the Warp for ages and is still ok. This probably makes them a bit better suited to guard the virus, and the secrecy, along with Warp and physical defenses at their fortress monastery on Titan is probably the best place to hide a doomsday weapon. As Terra isn't the safest place in the Imperium to hide something you don't want people to know about; it's full of people, scheming, corrupt officials, and the Imperial Palace actually lets people get fairly close to the inner areas, especially for pilgramage. Finally, the Custodes hold loyalty to the emperor first and foremost, not humanity. This means they would likely be more likely to use the virus because they dont care about the casualties of civilians, just if the emperor survives. The Grey Knights ultimately fight for the Imperium so there's less likely of a chance they'd use it if it came with a massive cost in civilian casualties, otherwise they would have used it by now with the opening of the Great Rift and their forces being stretched very thin; the fall of Cadia and the splitting of the Imperium in half by a giant Warp storm would be reason enough to use a doomsday weapon against the traitor legions. And that's not even taking into consideration problems like the Tyranids, Necrons, and psykers showing up everywhere.

One question that nags me is who is making the current Custodes? The Emperor was the one who cultivated those gene lines and he obviously isn't doing it. I think Fo is currently making them.

Probably wouldn't work on the traitor legions at this point. Plague Marines would be basically immune to it and the Chaos Powers and/or possessions running through the Legions would make them immune as well.
