I stand by my opinion that "Talisman" is one of the best "spells". You can prepare and shoot off spells in combat.

I use the house rule of PPE channeling. Rule of thumb is most casters can channel 5 PPE per action per XP level. A spell that costs 10 PPE can be casted in 2 actions for a level 1 caster, or 1 action for a level 2 caster, and so on and so forth. It helped with keeping our casters relevant in combat

God, I love Palladium and I've noticed a lot of the Q&A is in Rifts Ultimate Edition so its cool he added them in there.

I had a couple mages, one I found was energy field was more useful as it was a barrier to attacks but still allowed many spells to be used. As for armor, found several options over time for better stuff for protection. With custom ironwood being very nice, even when not enhanced with techno-wizard features (including the pricey but wonderful constant weightless effect from siege of tolkeen cyber-knight book). Eco-wizard armor was also a nice option, for a more natural style (same effects, just natural materials) I had a line walker that used scrolls both as trade goods and to give non-casters something they could use. Yes they took some time to cast, but they tended to use them for niche or non-combat spells. They could give them to say a village elder that can read them, and while the big bad focused on the party they could use the scroll to shift things rapidly. (was pretty useful in a vampire kingdom campaign in mexico area. With summon rain storm and animate dead since the village was affiliated with the rangers and had prepared their fallen to be raised to fight the vampires). Yes techno-wizard items could be made, but a scroll just requires the person to be able to read reasonably well and cost a lot less to make (though single use, but that makes them better trade goods)

Was going to point that out. It has been changed to be that low level spells cost an action while higher level spells cost more actions. This was done to bring magic on par with psionics and regular combat.

Wasn't this readjudicated in RUE? Lvl 1-6 spells take only 1 action to cast?

This Rifter is over 20 years old, so if you have a newer source of info... use it! :) The reason I like these Q&A's is because the rules haven't changed much, so most are still relevant.

My understanding is that TW bionics still have the magic/psionic side effect. There are a few exceptions, but they are usually OCC related (ex. - TW Crazy)
