Well, Johnson is fluent in French and Latin as well (as far as you can be in a dead language). He studied ancient literature and classical literature and went to elite universities all over the world. He poses as a clown, but mainly because he can appeal better to the masses that way. You can't win elections by being seen as overly smart or well-educated.

Notice how the number 1 British Foreign Policy is always, "Stay close to the Americans". The entangled relationship between America & Britain is a very peculiar one. The relationship started with rebellious, united colonists waging a war of independence against a large colonial Empire + a second revolutionary war (War of 1812). Now, the United States bails out the British when they get caught up in a World War or an economic crisis.
