A pure Titan is a human who has been transformed into a Titan using spinal fluid, which is exactly how Rod Reiss transformed, even though he licked it and it wasn't injected. Its a nice touch that rods titan could not stand up on its own considering that right before he transforms, He had broke his back. Thats why his titan was crawling instead of walking aswell and why it needed the support of the wall to stand straight.

Also, it's too heavy. You can see the collosal titan has a different shape to account for the extra weight, much wider legs relative to its body size. The Rod titan didn't even have that psychology to deal with the extra weight and given it was twice the height and thus around eight times the weight of the collosal, it may not have been able even to stand up if it had the right shape.

I always wondered how he was able to maintain his skin, as I thought the reason the Colossal didn't have skin was because he was too large to regenerate that. I thought the reason that Ymir's Titan had skin (founder, not Scout Ymir) was because she was the first and kinda had more control over how they worked. Also- Did Krista see Rod's memories, is that what happened just then? I don't remember that bit, and so I'd never really thought about it till now.

My best understanding of it is that he’s more like an abnormal Titan. While it’s definitely at a super extreme level in terms of his size and shape, it’s not too dissimilar from how other abnormals have acted before. They’d often ignore some humans in favor of others, or sometimes move and act in weird ways before deciding to eat someone. We’ve even, in one extreme example, seen a pure Titan bow and talk in reverence to who it thought was its god. The giant size could be a result of the injection not being taken properly, but ignoring small groups of soldiers and making a full speed advance towards the largest concentration of humans it can see really isn’t that far fetched of an abnormal behavior.
