As soon as Antares reunites and potentially before, Orion and her allies would have sent their militaries immediately, because Antares is something that starts off small and then grows into something that causes an apocalypse. If Grusa invaded Vega, there would be lots of anti-war protests and widespread desertion, in fact, there would be lots of Pro-war protests to assist Vega and Grusa would be more likely to ally with Vega.
