Unless you're using mods, no he's not. That's not how power armor works in the game

@@squuid15 If you take intense training you can get your strength to 10 if you then go and find the strength bobble head you get your strength to 11. Plus any drugs or gear you have with effects can increase that even further. If you then get into ANY power armor it drops your strength back down to 10. In someone's immortal words: But these ones go to 11. So yes my dude is in fact stronger out of power armor than inside of it. Go test yourself if you don't believe me. And if I'm wrong maybe something got patched or I was delusional. But pretty sure I'm not wrong.
