Hop into training mode against a character with predictable recovery (like Kirby), knock them off stage, and try to spike them. Keep doing it until you can consistently nail it. No real secret to it, just gotta keep on trying until you get a feel for where your position should be in order to hit the spike properly. It's a lot more difficult to learn how to do it against a bunch of random players on a variety of characters that will all recover in different ways - need to remove as many complicating factors as possible, and just focus on getting a feel for the spike itself.
