Depending on the property Security have certain "powers". For example at a licenced property, security guards/managers have certain powers under the liquor and licencing laws or guards working at hospitals, airports, courts etc. Then theres the inclosed lands act (nsw) which gives owners certain rights which can be delegated to their representatives e.g. security guards. So depending where they work, Security Guards have varied roles which can involve limited enforcement powers.

I work security and a lot of companies have a hands-off policy, so our job is only to observe and report. So it is likely those guards that "do nothing" are actually told to not intervene, another possible reason is that we're trained to avoid confrontations, it is not the job for most security guards to deal with violent or aggressive people.
