Between 1957 and 1969, the CIA armed, financed, and assisted in training Tibetan guerrillas who operated first within Tibet and later, following the Dalai Lama's escape to India in 1959, from a base in Mustang, a remote corner of northwest Nepal. This covert project, code-named STCIRCUS, ranks as one of the CIA's longest-running operations. The sudden withdrawal of CIA support in 1969 was as abrupt as its initial involvement was unexpected. The Tibetans had initially aligned with America's broader strategy of destabilizing or overthrowing Communist regimes, but when that strategy changed, they were left abandoned.
"The Shadow Circus: The CIA in Tibet" features unique archive footage and exclusive interviews with former resistance fighters and surviving CIA officers. This documentary unveils, for the first time, this previously unknown chapter in Tibet's recent history. It is a story that is both heroic and tragic, filled with poignant ironies and unexpected twists that challenge preconceived notions about both Tibet and the CIA. The VOA Tibetan Service has translated this well-known documentary film into the Tibetan language.
