As hard as Vic tried, especially at the end here, he still couldn't see his half measures weren't working anymore. His stubborn refusal to just go all in ended up sinking him. He kept trying to be the good guy when in reality, he needed to just be the villain. Put Shane under once and for all when it became clear he couldn't be trusted to stay alive. (He nearly ate a bullet if Shane's other attempted hit hadn't failed before Vic walked in the door.) Even here when Beltran tasked him to tag Pezuela's toe, he opted to try to get him out of the country rather than dead. Vic insisted on trying to be the smartest in the room rather than being smart enough to admit he was running out of time and had to figure out a viable exit strategy.
