I think that was a different episode called "The Host" with the Fluke Man monster, they go through the pipes & sewers. The other one is Tooms from the episodes "Squeeze" & "Tooms"

@ OH ok. That makes sense. I thought I recalled a weird goopy creature man who got out of his jail cell by means of the pipes. Like liquid into sludge and traveled down the toilet or a grate in the floor and appeared somewhere else and killed someone.
