Was pretty obvious since the beginning just how insane power level they made rover, if you payed attention to the story. First forgot who mentioned it but the quote is this *Theirs like a another "universe" inside Rover. Second has power related to time. Third arbiter of Sentinels. Fourth Astral (Stars) Modulator. But given Rover is still being mentioned as Humanity leader means, its probably technically not his/her power but granted by the goddess in the beginning, and was probably same being as Shorekeeper which are mythical energy that has power to control stars that probably counters the Theodorian/Lament which are probably entity that eats stars etc, hence you could say Rover is like counter guardian like in Fate, a soldier/chosen hero, will of the world and humanity will to survive.
