7:55 probably cuz they wanted alicia to improve and hence, allowed her to do all the artistic things she wanted to do, and along with that also write a diary. Even if they werent the one who allowed, people could hv ignored her writing a diary thinking, maybe its a part of her therepy

Too many plot holes! ie… - Why did Alicia give him the journal if she ALREADY knew he was the bad guy. - Why did Theo go out of his way to make Alicia talk when he knew she was the only eyewitness to his involvement in the crime?! - Kathy and Gabriel were repeatedly holding hands in walking around in public, and hooking up in the middle of a busy London park in the middle of the day?!? Did they not have any friends or neighbors that would have seen this?!
