From what I read, Harry Shearer might just be getting older. Also, at least for 2015 and a few years prior, he recorded his lines by phone. So if he's still doing that - which is unsubstantiated - he might not be trying too hard either due to not wanting to blow the microphone or because he doesn't have the enthusiasm.
