It’s a well-known gag that clowns do in America. Usually it’s like a corsage (a flower you wear pinned to your shirt) but it’s a trick where they can spray water in your face when you get close. They’ll say something like, oh, smell my flower and then click a button and spray you with water.

It would've been better if you didn't keep using the same episodes, because that doesn't really make it much of a "best moments" video for the dub itself, but rather the Japanese version of select episodes.
