Well, Paulie is probably pissed that Tony's second in command is Sil and not him. Although Paulie has the seniority, and is the underboss (which is technically number 2 in the family) he is still out ranked by Sil. He has every right to be pissed.

What’s so boss about Carmine Lupertazzi Sr. was that he *genuinely* did not want to go this route with Tony. It seemed more-so like it was done out of principle. It seemed like Carmine felt like Tony was stepping on his toes a bit with this scam behind his back. Carmine felt the need to apply a bit of pressure. The classic “I’ve been doing this since before you were born. Respectfully, don’t cross me like that.” Once Carmine realized how much turmoil and blood it was boiling, he realized it was more profitable to bend a knee and be the bigger man, all the while making that very clear to Tony. I did this for you, I’m doing this for you. It was a muscle flex. This entire arch was done so flawlessly. Carmine thought he could just flex a muscle considering how powerful he is and - even with Tony being as prideful (even dangerously at times) as he is - he figured Tony buck down a bit and give Carmine what he was initially asking for. The Lupertazzi’s misjudged The Sopranos a bit. They might be a bit more than just a “glorified crew” Carmine…

Also, the infamous guy that may or may not have shot Tony in the final episode, can be seen in the hallway of the hospital when Tony goes to visit Phil. So not only is he one of those "Members only"-people, he is without a doubt with Phil as a solider, giving even more likeliness to the fact that he shot Tony in the final episode.
