Unfortunately, he replaced his modus operandi with, essentially, chaos. Little Carmine is clearly the one with all the power considering that Butchie brought him to the meeting in the first place plus he looks at Carmine twice before making a decision. Little Carmine also has the majority vote from all NY capos ever since Johnny Sack became a mad-king that murdered a female associate, and Angelo Garape, a made-man and formal consigliere to establish dominance. There has never been a New York War since the "Colombo-thing." It's Little Carmine that okays the hit on Tony as revenge for Rusty Millio. Either Patsy or Paulie flipped on Tony.
