Spawning ban Nizhny Novgorod region. Order of the Ministry of Agriculture of Russia of Nov. 18, 2014 No. 453 "On the Approval of Fishing Rules for the Volga-Caspian Fisheries Basin" (Registered in the Ministry of Justice of Russia on 08.12.2014 No. 35097) (as amended by Order No. 153 of the Ministry of Agriculture of the Russian Federation of April 19, 2016)
30.26. Water objects of fishery importance of Nizhny Novgorod region:
30.26.1. Forbidden for catching (catching) of aquatic biological resources:
From the dam of the Gorkovskaya hydroelectric power station (in the downstream) to the confluence of the former Volga riverbed with the sluice canal, including the said canal channel;
From the floodgates of the upper dam of the dam of the Gorkovskaya HPP at the reservoir of the "sinus".
30.26.2. Forbidden periods (periods) of catching (catching) of aquatic biological resources:
From April 15 to June 15 - with all the instruments of catch (catch), with the exception of one float or bottom fishing rod from the shore with the total number of hooks not more than 2 pieces on the catching tools from one citizen outside the spawning grounds specified in Appendix No. 6 to Fisheries rules "List of spawning sites located on water objects of fishery importance of the Volga-Caspian fishery basin";
From October 1 to April 30 - on the wintering pits listed in Appendix No. 5 to the Fisheries Rules "List of wintering pits located on water objects of fishery significance of the Volga-Caspian fishery basin."
30.26.3. Forbidden for catching (catch) types of aquatic biological resources:
Lamprey, sturgeon fish, black sheep herring, Caspian cauliflower, white fish, trout (freshwater living form), grayling, bitter, and pest.
30.26.4. The minimum size of extracted (harvested) aquatic biological resources (commercial size):
It is prohibited to produce (catch), receive, process, transship, transport, store and unload aquatic biological resources that have a fresh length (in cm) less than that indicated in Table 28 when fishing.

Jericho 40 cm
Freshwater catfish 90 cm
Sazan 40 cm
Chub 20 cm
Bream 25 cm
Pike 32 cm
Cancer 10 cm
The commercial size of aquatic biological resources is determined in fresh form:
In fish - by measuring the length from the top of the snout (with the mouth closed) to the base of the middle rays of the caudal fin;
In crustaceans - by measuring the body from the line connecting the middle of the eyes, until the end of the tail plates.
The extracted (caught) aquatic bioresources, having a length less than that indicated in Table 28, are subject to immediate release into the natural habitat with the least damage.

Запретные сроки (периоды) добычи (вылова) водных биоресурсов: с 15 апреля по 15 июня - всеми орудиями добычи (вылова), за исключением одной поплавочной или донной удочкой с берега с общим количеством крючков не более 2 штук на орудиях добычи (вылова) у одного гражданина вне мест нереста, указанных в приложении N 6 к Правилам рыболовства "Перечень нерестовых участков, расположенных на водных объектах рыбохозяйственного значения Волжско-Каспийского рыбохозяйственного бассейна";

Что толку зачитывать выдержки из правил и законов, это мы и сами можем прочитать, вы возьмите и организуйте встречу с представителем органа регулирующего данные нормы и правила, для подробного разъяснения, т. к. в этих правилах которые взяты скорее всего под копирку с тех времен, когда например ни то что о видах современных спиннинговых приманках не знали, да и о спиннинге вцелом тоже. Поправьте меня, если я где то неправ.
