This is definitely him. Also, he's speaking into a lower quality mic in a larger room I bet. His voice is also edited in his videos to remove peaking and other noise, which can accentuate certain aspect of his voice. Also, he definitely leans into the accent and voice while he's recording in a way that would be way too much in person
