Jeff, FYI in Florida careless is anything other than uneventful driving including a collision. Reckless is willful and wanton disregard for their safety and the safety of others. Reckless is criminal traffic and arrest able.

Careless driving is a traffic violation, reckless driving can be considered a criminal offense. you gave the dude doing donuts the right charge. really, his actions were not reckless because the parking lot was pretty much empty and so doing donuts, as long as the driver knew how to do them, isn’t reckless but careless because no ones life was really being put in danger.

In NJ it's referred to as Criminal Mischief and the grading (degree) of the charge is dependent on how much pecuniary loss there is to the victim (how much it would cost the victim to replace or repair). This is typically considered a minor offense until it reaches $25,001 dollars in loss. It would typically fall under a civil issue where a police report would be made for the victim and they would pursue the charge on their own via the court system (unless it's during a domestic violence incident, then the charge would be filed by police in conjunction with the other appropriate charges).

Also he was not forcing the pulled over guy to be patted down. He first asked if he wouldn't mind if Jeff patted him down because of that reason. The pat down was lawful and legal unless that patted down guy told the officer that he didn't want to be patted down and the officer still proceeded to do so without any sufficient probable cause.
