Law enforcement experts critique community policing and police culture during a panel discussion at the Law School. Panelists include Chief Bernadette DiPino of the Sarasota, Florida, Police Department; Joe Brann, founder and CEO of Joseph Brann & Associates; professor Rachel Harmon; and Charles Ramsey, a former Philadelphia police commissioner and former chief of the Washington, D.C., Metropolitan Police. The panel was moderated by Timothy Longo, adjunct professor and senior program director of public safety administration at the UVA School of Continuing and Professional Studies. Observations: There is no reform while the bill of rights isn't part of any police departments "policy" There is no reform while qualified immunity exists. There is no reform while civil asset forfeiture exists. There is no reform while officers are not required to know and obey the law. There is no reform while it takes more training to work on a Toyota than to have the authority to use deadly force.

Qualified immunity is non-existent under 42 USC 1983: Every person who, under the color of any statute, ordinance, regulation, custom or usage, of any State or Territory or the District of Columbia, subjects, or causes to be subjected, any citizen of the United States or other person within it's jurisdiction thereof to the deprivation of any rights, privileges, or immunities secured by the Constitution and laws, shall be liable to the party injured in an action at law, suit in equity, or other proper proceeding for redress. Also look at 18 USC ss242, and 18USC ss245. They deal with denial of rights under the color of law. Those United States Codes alone make almost any "crime" an un arrestable offence. And should you get arrested for a statute, code or policy violation then you have recourse and remedy. I am studying heavily in this area and am realizing that there are laws that protect us from these vultures but you have to make it known that you know or those rights don't exist. ALL CRIMES are commercial and MOST ALL COURTS are merely administration offices that have no lawful standing to arrest ANYONE. Personally what I would like to do is organize law study groups and get communities on the path of self governing without the use of policy enforcers and replace them with rights enforcers. It should be non-profit and it should promote community togetherness and let people be what and who they are going to be as long as they are not violating anyone else's rights to life liberty and the pursuit of happiness. If someone is depriving another of their inalienable rights then those are the ones we need to subdue. So that being said our biggest problem in this country is the Police officers that think that policing for profit is appropriate for a free nation. The courts judges and prosecutors are in the mix of the biggest problems. They are the ones supporting domestic terrorism via the "justice" system. And this is my opinion and I welcome criticism

@@paulberry2884 You are right about that. If we could get people to come together and maybe we just need to start putting gigantic liens on them. Make it IMPOSSIBLE for them to move UNTIL they do what is right by the constitution. After all, that is pretty much their duty. To protect preserve and respect the constitution which is the supreme law of the land still today. We just have to start somehow somewhere getting groups of people together that can spread the truthful laws instead of the "color of law" I want to make public signs to post everywhere 18USC ss242 , 18 USC ss245 and 42 USC ss1983. Post them everywhere like they do the loitering signs and such. Even on the freeway maybe make billboards or something so they know that we know the law AS A SOCIETY. Do you have any suggestions to perpetuate a change? That is just one that I am working on and I would love any more input and suggestions that would perpetuate positive change.

1. The Bill of Rights are amendments to the Constitution Convicted Felon! 2. Qualified Immunity applies to “ALL” civil servants inmate! 3. Got a problem with asset forfeiture, don’t do dirt for a living convict! 4. What are legal credentials M’fer? 5. States mandate what the training curriculum is for their respective States jail house lawyer. Lastly, take your own advice relative to reform! Grind your ax there before speaking on 💩you no nothing about! And take a civics class while you’re locked up!

Well I am a retired police officer that started in 1976… Community policing is nonsense.. it always has been.. As far as police training.. I could teach search and seizure. I have been able to get federal and state cases successfully prosecuted. The real problem in police work is over policing.. See here is how it works.. we have these things called politicians.. they want to get elected.. they run on “tough on crime” they get elected… Then we have these things call community “leaders” who complain about crime but don’t want anything done about it and they end up living in a war zone.. the people who are victimize scream to these people call aldermen.. who then scream at these things called chiefs of police.. Then the politicians want result and fund the police to clean up neighborhoods so the chief sends a shit ton of officers to stop crime.. And they do.. then the community leaders lose their shit and things settle down for a while.. Meanwhile police officers from captains down understand the game is rigged to make the police the fall guys and coppers stop doing anything but shagging calls and doing the least they can do.. They stop getting spurious complaints and injured.. So the next time the cycle starts the police pay lip service because no one really gives a shit about feral people in feral neighborhoods. Prosecutors stop pushing cases because it just isn’t worth it anymore because no one is really going to jail.. Then we get a bunch of folks telling us about community policing again… something we have seen fail over and over, then they tell us how we have done wrong when there is video that clearly shows we did nothing wrong. Prosecutors charge people to please the public then get their brains stomped out in court. And the only constant is the police lay back until we go through yet another cycle of scholarly works showing how to do the job. Which is normally something that has already been tried but since it happened in the sixties it really don’t apply.. Riots? Coppers would be insane to do anything.. the Chief and city council are co conspirators so just ride it out.. cash your check and wait until the cycle goes bake to “oh my god we live in a shit hole!” Stage.. then you just start over..

Wow; I've been watching this for one hour twenty minutes. And I'm thinking this is four years old and absolutely nothing has changed in 4 years. And it's just really really sad. If you actually read my comments think to yourself what do you love the most in this world that you're willing to give your life for. I hope it's your family I hope you love your family so much that you are willing to protect them with your life to defend them. Your career is a duty to your country. Love your country like you love your family and obey the Constitution the supreme law of the land and refuse to do anything that goes against the Constitution of the United States. It's your Duty to never let anyone diminish what the Constitution stands for. if you are given a order make sure this order does not violate a citizen's rights. You should not be ignorant of the Constitution and the Bill of Rights when you raise your hand and swear to uphold it You must know the Constitution not have this unreasonable short training on it. If you have a policy that goes against the Constitution do not enforce it. You either love your country or you don't. No human deserves the power of qualified immunity and the ability to lie to anybody at any time no human can handle that power It's just too much every human needs to be held accountable for their actions if we have to fire police left and right at least we're holding them accountable instead of allowing them to be criminals and go against the supreme law of America 4 years old this video and you've done nothing but proudly allow this video to continue to be on the internet wow. By your own words you have omitted several times at your education on some things is under par. The ignorance of the minds in law enforcement. just think about the bureaucracy that somebody has to go through when you wrongfully arrest somebody and go against civil rights the hell a citizen has to go through to get justice to get compensated for the inabilities that law enforcement has that they need these great powers of qualified immunity for every thing, police have been getting qualified immunity for making the same mistake a thousand times in their career That's not reasonable people. It's called a memo You cannot demand ID with no crime get it through your freaking head and send a memo out so you don't make the same not reasonable mistake time after time. That's called ignorance and the willingness to enslave another human being It's cruel to put a citizen through the torture cuff when they didn't commit a crime and you're doing it just because you got the power. At the age of 14 two things I'm proud of One I was in the boy scouts getting the constitutional merit badge and we had to go to 3 court sessions The judge got us to come back to his Chambers and for some reason he thought it would be smart to ask three scouts to raise their hand and swear to uphold the Constitution of the United States of America. A few months later in the winter I was at a football rally, a police officer mistaken me for clearing my nose for snorting like a pig and he put me in handcuffs then he threatened to beat me with a billy club behind the building. You are a corrupt criminal organization. I learned two things 90% of the police are ignorant of what the American flag stands for. Just to make sure this text is not falling on ignorant ears The white in the flag stands for purity and innocence The red in the flag stands for hardiness and valor The blue vigilance perseverance and justice. Just for the off chance that you are ignorant I'm going to go a little further Perseverance; persistent in doing something despite difficulty or delay in achieving success. This video is four years old this is not perseverance. Vigilance the action or state of keep and careful watch for possible danger of difficulties. Well the danger is all the qualified immunity that you are granted with unbounded powers of cruelty of the treatment of citizens The danger is the qualified immunity and not holding yourselves accountable and allowing yourself to go rogue on citizens non-stop with the same mistakes over and over and over and you call it reasonable. The police force has no need for hardiness ability to endure difficult conditions You have qualified immunity you have no difficult conditions You have free will to do what you want to the citizens of this United States You represent nothing the American flag stands therefore you have no valor Great courage in the face of danger You are the danger to a prosperous society. You are crackers of the whip and the citizens are your slaves because you treat us exactly what a slave is worthless to those that want to enslave other humans. Stop with this willingness to enforce unreasonable laws and policies but the only way you're going to know it's unreasonable is to actually know the supreme law of the land and not have this little understanding of the Constitution It's what you swore an oath to You must know it not have a presumption of it. A presumption is not reasonable to do a duty to your country. Please do understand wrongfully arrested and abusing a citizen's rights because you're qualified of the immunity and the powers invested that's tyranny That's a criminal offense and it's fine time you are punished for being tyrannical against your own constitution that you swore to uphold how much longer before the citizens are going to have enough in innocent lives are going to die because you have this qualified immunity and you don't even educate yourself on the supreme law of the land All you care about is the power and the money you receive. You allow yourself to suppress citizens rights. It's kind of strange ignorance of the laws no excuse for a citizen but qualified immunity is every excuse for ignorance of the law. It's even excuse for ignorance of not knowing the law. Qualified immunity for unqualified people.

This gentleman discusses what policing should be. The reality is police officers do not understand or know the law. Something as simple as reasonable Suspicion is not in part of their training. they know very little about the "Bill of Rights" Everyday lawsuits against police departments and cities, counties, Towns and villages. Recently two officers dropped a detainee on his head and now he is a paraplegic. In Columbus, Ohio police officers fired their weapons with 90 pieces of ammo. 60 pieces of ammo struck the so called suspect. The police claimed that the suspect eluded by driving away. They claimed he fired at the police behind chasing him. the video did have a flash of light. I found it to be a reflection. The video shows a weapon on the seat of the suspects vehicle. The magazine was on the seat. It looked like a full magazine to me. He exited the vehicle on the passenger side. He ran. They fired 90 times. In another case a man sleeping in his bed was shot while sleeping. The police was serving a warrant at 3am. He woke up and died from the gun fire. There are Thousands of cases across this nation. Recently a police officer was charged of tasing a detainee while he was handcuffed. West Virginia had a case of a task force broke into a citizens. The owner was not home. They ransacked the home. They had no warrant. That county is being sued. The officers involved had a diposition. They pleaded the 5th. Two police officers failed to show up. Then on top it they tried to block the attorney from putting their disposition on KZbin. They claimed their life and their families would be at risk. What ironic is the new station had their faces on the news. None of them I saw hid their faces. It was a Trump tactic deflect and delay. The days of Adam 12 have been gone for at least 40 years. Reed and Mallory were poster child's for law enforcement in the 60's and 70's. Police enforcement in America has evolved to tactics used in Nazi Germany in 1942. It starts with a demand for ID. Often no crime committed or witnessed. In yet Law enforcement does not understand case law of 5th Amendment or That's

Haha, that is very true. People have caught on that publicly funded anything can't be trusted. Including most law enforcement, public education agents, judges, attorneys, tax assessor/collector, all politicians, DMV agents, most court employees, treasurers, commissioners, revenue agents, sheriffs, most all IRS, DEA, CIA, FBI, BATF, and BLM agents. The one exception I have found are public librarians, I have the upmost respect for those people, I have been helped every single time with a good attitude and mutual respect. She saw a friend of mine, actually his son on a bus stop, she took the time to ask him what for and she then took him home because she believed he was a truant and claimed the busses had already finished morning service not being aware of the truth of the schedule, but instead of knocking at the door and waiting with the young man at the threshold (as is policy and LAW" she told the boy to enter and she went in with him unannounced. My friend who was awakened by her talking and her radio was then told to stand in a corner of the room for "officer safety" in his underwear by the intruder officer. I've heard numerous other stories as kids on her beat breaking her windows with rocks as she passed knowing they could escape her. She is nasty and distasteful and possessed of this shattered ego she soothes by tormenting others with her authority, which is disturbing to know some Higher authority saw that as prudent. At least someone pulled her from street duty finally

Isn't that what the police supposed to be doing interacting with the public , serve , protect the people that they are getting paid to serve and protect.. The problem is now days these cops been able to have unlimited power no accountable. Including lying on people to charge people with crimes noing they are lying getting away in these states county everywhere making up B's charges on poor people in every race to be able to make money off the poorest people turn them into criminals. What they been doing last 25 yrs or longer slowly taking people rights away with whatever B's law ,order they fill fit to take public rights freedom away..done nothing to keep people safe ..what they doing locking up as many poor people as they can turn them in criminals to keep funding coming in for their private person they can't even control or don't because they allow same exact crimes to go on in prison like drugs running through prison. I'll be honest I was looking into becoming an officer I looked into the training that was gonna be given and the simple fact that after I went online and looked more things up more things up I would know more about slamming someone's head into a car door then the Constitution and I realized becoming an officer wasn't the best thing for me

Maybe he's one of the "good" ones and treats everyone he encounters with the utmost respect. But to tell someone that they are lying when you were not present when they discovered the information that led them to make the decision not to become a cop is a bit presumptuous, don't you think? I mean, let's be honest, these officers are learning these moves somewhere and I doubt it's after they get out of the academy.

@@Littlekitten_ maybe he has not personally brutalized anyone. but would he stand by and do nothing while a fellow officer cracked an innocent man's teeth on the pavement? would he cover for the thug, and allow him to commit perjury to justify the beating? would he ruin an innocent person's life by arresting them for a non violent victimless crime? would he steal an innocent man's life savings under civil asset forfeiture in complete violation of the constitution? I bet he would do all of these.

Police reform is very simple. It certainly doesn't take over 2 hrs of Gobbledygook to figure it out. Police reform 101: Know the United States Bill of Rights, uphold the United States Bill of Rights, protect the U.S. citizens Constitutional Rights, honor oath to the Constitution.

Police Reform Bill: Law enforcement will begin using a (non lethal) form of nerve agent to subdue unruly/resisting suspects. The USA cannot live in a state of perpetual violation of the citizens human and constitutional rights under the rubric of security. The same principle holds true for the USA's international relations but the focus of the current debate is what the USA is doing wrong domestically. The mindset that is described before is inconsistent with the principle of community policing. More clearly is the mind set that is brought about by things like " with all that is happening in the world today"" we have to do what we do to discharge our duty to protect the security of the citizen. With due respect that thinking is what is leading to all the violation of citizen's constitutional rights by police departments and public servants of most government agencies across the board. It has been clear that the training of the police has evolved from civil policing to militarism. The equipment that the citizens see the police uses are military. The tactics that the citizen see the police uses in the executing their duty is military. Those things are inconsistent with community policing which rests its concept on civil policing where the police is seen as a friend of the citizens and not both citizens and policemen see each other as enemies and where failures are hidden by propaganda. There must be true transparency and accountability. There should be continual training and reform with the changing situations in history so that policemen are always in tune with changing times. Having policemen in small communities for almost all their lives so that they know all the citizens is one dimension of community policing but that is counter productive because those officers have become the rulers as opposed to the servants of the communities. They become all powerful law unto themselves. The abuse and violate constitutional rights under color of law. and demonstrate that they do not care. The rest of the system particularly the courts system and the political system enables this state of affairs. Then they use political propaganda to give impression of success of the police operations but it is propaganda and it is a lie. While the use of propaganda might impress those who do not know the truth. the community knows the truth and they see the system as a fraud. A lot have been said here It is almost like a rant but the educated people who are holding tis debate should be able to analyze the rant. Remember the educated people who are leading this debate must remember it is a debate.. not a display of your ability to organize an intellectual exchange between a group of university professors. but you must be able to listen to the ordinary people and what they are saying to you all use your intellect to analyze what they are actually saying and trust them to understand what ever concept you are presenting as long as you present it in an manner that they do not feel that you are talking down to them and and treating them as if they are fools who must be treated like children,. Thy are not fools, They successfully reared all of you intellectuals. Use your intellect to listen and understand what they are telling you what the problem is and how they want to be policed. They are all good people who want good for everyone.

None of this man’s blather, no matter how eloquent or well written, does anything to address the systemic issues within policing in America today. Police are not well educated on the US Constitution, and are in fact trained that officer safety and weapons proficiency are paramount to pretty much everything else. Smh.
