The liquid is coming from a pipe and shouldn’t be hard to trace back to its source. If this is a storm sewer discharge then test all the inlets to it until you find one with no contamination and you can be pretty sure the one down stream from it was where the toxic was introduced. If they don’t know where it goes then plug it and see if someone comes to clear it.

Test what it is, might be a local source as the pipe is not shown. What type and size. Put an end cap on it, also should inspect the river up and down stream a few kms from that location to see if any others
