That magic number is two. As in, the number of floors unlocked in this apartment building with a touch of retail is exactly two; G and 1. That sure is stingy indeed, but you have to then remember the countless other apartment buildings with locked front doors. Or only one (or zero, against fire regulation) floors unlocked. Or both at once. Well then, this seems a better fate indeed.

Tbh idk why the cab is padded in the left lift whilst the cab isn't padded in the right lift. What does the padding actually do?

@cakeman8406 It's there to reduce the possibility of damage by other items to the lift. Padding is normally used in buildings without a dedicated service lift. Only one is padded because tenants are expected to reject the unpadded one if they need to move stuff around.
