The note you find at the boss's settlement is written by the same person at Mindful Cabin in the airfield. The dates mine up and they both mention Poppy. I suspect this person was going on their own little survey/expedition around the far territory in the 90s as they were told by Poppy about the things that happened there, Poppy is likely a mine worker or maybe the Foreman himself. I suspect we'll find another note from this person's journal in the mountain pass. I think the people that Rudiger and the team left behind in the mine was Team 3 including the Foreman (although we don't see his body anywhere). They were too unstable, too far gone, to return. And it's possible Rudiger had the helicopter the security chief shot down purposely so that she couldn't return. The reason is likely because the research he conducted and achieved was on the backs of people's minds and lives and that is some seriously immoral stuff, and illegal as well. And Rudiger doesn't want that knowledge to get out. If there is still a connection to Wintermute, it's probably why Astrid is so secretive about what she stole from her company. Rudiger is probably involved with the company she works for, Seraphim. And while he's probably dead by now, his work did make it out. And maybe someone is continuing that work in PM or the device has something else in the transmitter area in the mountain pass to target Perserverance Mills (although I think that's a bit tooooo unusual for TLD) This does remind me a lot of Outlast 2 if you know the backstory behind what happens in that game. It's a very similar device/symptoms

@NoahGagne The short answer is a team of researchers were led by a person named Rudiger to perform a research project. They went to the mine in the Far Territory because it was remote and abandoned. There, they had miners clear the mine and make repairs so they can build and maintain a machine. The machine turned out to have terrible consequences as it was affecting the minds of everyone nearby. I don't want to spoil too much. The long answer is in this video summary of the last tale, the one you just watched, and part 2 and 3 of the new tale. You either get their by following the train tracks all the way through transfer pass or use the tunnel connection between the airfield and the mine. The tunnel is to the bottom right of the island on the lake along the rock wall.
