Could be many reasons. Say, if lumber is not available and costs too much, they bury bricks as footing forms. If cement quality is bad, and there is no available washed sand, the concrete volume will compensate for it if made oversized. Made of poor mix with organic dirt. The rebars look adequate. Other thought is wind, typhoons could be greater concern than say, water flow, frost is unexistent, soil is clay and never erodes, etc. So the foundation is made like an anchor against wind. We dont know if bricks are what they look like. They seem to be not exactly fire clay bricks also. No water table, no drainage around, no wick layer between concrete and walls, bricks are in contact with earth. Who knows.
