And the heart which had kindness and wisdom like Naruto. Shisui is criminally underrated and underutilised. He could’ve been one of the best characters in Shippuden.

Strongest Mangekyo? No. Best Mangekyo Genjutsu? Yes. Speed comparable to Minato? No. His skill with the body flicker technique is so exceptional that he's called Shisui of the body flicker. Name more legendary than Kakashi? I don't think this was stated or communicated anywhere.

If you assume a guaranteed hit there's not much one can do against Tsukuyomi, Amaterasu or Kamui. And those do not have the absurd cooldown. So yeah, Shisui's eyes were extremely valuable, but the price for Kotoamatsukami makes them non sustainable as opposed to the rest of the OP bunch.
