Charlie went to the third level by luck or chance. It is only there he figured out some unique features of the third level like it was set in past time(1984). There he went to the ticket window to purchase the ticket (as he wished to ride with wife to a village named Galesberg) without being aware of the fact that the currency he had wasn't in action back in 1984. So when the clerk rejected his money, at first he was shocked but then he suddenly became aware of the fact that the modern currency was non existent back in 1984. So then he hurriedly ran away from the third level as he could have ended up in jail for scamming the clerk with fake money.
